( Tribune Media Services) - - Cosmopolitan Frankfurt, while low on Old World charm, offers a good look at today' s no- nonsense, modern Germany. If you' re a budget traveler, you' ll likely fly into or out of this major hub for discount airlines.


With its forest of skyscrapers perched on the banks of the Main River, Frankfurt has been dubbed Germany' s & quot; Mainhattan. & quot; Its banking district includes the twin towers of Deutsche Bank, the Euro Tower ( home of the European Central Bank) , and the headquarters of Commerzbank, designed by Norman Foster ( of Berlin Reichstag fame) . This 985- foot skyscraper has nine winter gardens spiraling up its core and windows that actually open.


It' s considered the first ecological skyscraper - - radically & quot; green& quot; when it opened in 1997.


If you arrive in Frankfurt by train, you won' t be impressed. The area near the station is seedy.


But the Metro quickly whisks you to top museums and charming squares. In the 1980s, Frankfurt decided that it wanted to buck its & quot; Bankfurt& quot; image. It went on a culture kick and devoted 11 percent of the city budget to arts and culture. The result: Frankfurt has become a city of art.


Nine museums in striking buildings line the Main River - - including museums on architecture, film, world cultures, and the great European masters.


Many of the city' s historic sights are clustered around Romerberg, the main square. The City Hall houses the Imperial Hall, where Holy Roman emperors celebrated their coronations. The cute row of half- timbered houses ( rebuilt in 1983) opposite City Hall is typical of Frankfurt' s quaint old center before the square was destroyed in World War II.


From Christmas markets to violent demonstrations, this square is the heart of Frankfurt. Saalgasse, literally & quot; long hall street, & quot; just off the main square, offers a perspective on pre- WWII Frankfurt. In the 1990s, famous architects from around the world were each given a ruined house on this street and asked to design a new building to reflect the structure that stood there before the war. The result is a lane of postmodern buildings that echo their higgledy- piggledy predecessors. For another before- and- after experience, visit St.


Bartholomew' s Cathedral, the coronation site for 10 Holy Roman emperors from 1562 to 1792. Before the bombs came, everything of value was moved to safety. But the delightful, 15th- century, red- sandstone Chapel of Sleeping Mary was too big to move, so it was fortified with sandbags. The altarpiece and the fine stained glass survived. The rest of the cathedral was destroyed in the war, rebuilt, and reopened in 1955.


Frankfurt makes an easy half- day stop for travelers. Planning to sleep here is a gamble, since the city' s numerous trade fairs send hotel prices skyrocketing - - a $ 100 double can suddenly shoot up to $ 400 ( to avoid the fairs, visit , select & quot; The Company, & quot; & quot; Publications, & quot; then & quot; Calendar of Trade Fairs& quot; ) . If you stay in Frankfurt, you won' t be the only notable the city has hosted.


At Goethe House, the birthplace of Johann Wolfgang von Goethe - - scientist, minister, poet, lawyer, politician and playwright - - you can see the home where the boy destined to become & quot; the German Shakespeare& quot; grew up. Frankfurt, the birthplace of Anne Frank, had a thriving Jewish population until the rise of the Nazis in the 1930s. The city is also the hometown of the wealthy Rothschild family. Born in the Frankfurt ghetto in 1744, Mayer Rothschild went from being a pauper to the richest banker in the world. His five sons set up business in Rome, London, Paris and Vienna, and in two generations the Rothschild banking dynasty was established.


For more on Frankfurt' s Jewish population, visit the city' s fascinating Jewish Museum, housed in the former Rothschild Palace.


When you' re finished sightseeing and ready to unwind, go to Frankfurt' s apple- wine pub district. The cobbled, cozy Sachsenhausen neighborhood is both a well- heeled residential area and an eating- and- drinking zone, enjoyed by tourists and Frankfurters alike.


More than a hundred characteristic apple- wine pubs have taken root here ( alongside plenty of other options) . Apfelwein, drunk around here since Charlemagne' s time 1, 200 years ago, became more popular in the 16th century, when local grapes suffered from disease. Apple wine is about the strength of beer ( 5. 5 percent alcohol) , and is served spiced and warm in winter, cold in summer. To complement your traditional drink with a traditional meal, order Frankfurt sausage or pork chops and kraut.


From the seedy to the sublime, from Goethe to apple wine, even two or three hours in Frankfurt leaves you with some powerful impressions. You' ll have seen 21st- century Germany, beyond the country' s cliches of old castles and cute, cobbled squares.

WASHINGTON ( CNN) - - In a letter to Congress, President Bush on Wednesday offered the administration' s formal justification for war with Iraq, declaring that diplomacy had failed to resolve the crisis and tying military action to the battle against terrorism.


The letter, to the House speaker and Senate president pro tempore, comes on the same day that a U. S. - imposed deadline for Iraqi President Saddam Hussein and his sons to leave Iraq expires at 8 p. m. ET. If Saddam does not leave, Bush has vowed to invade Iraq at a time of the United States' choosing.


As Bush prepared to order U.


S. forces to strike Iraq and topple its regime, the White House said the president hopes the war will be " as precise and short as possible, " but Americans need to be prepared for the loss of lives. " The American people understand that if force is used, lives may be lost, indeed, " said White House Press Secretary Ari Fleischer. " I think there is no question the country understands that. " Fleischer said there is evidence of a " lot of unease inside Iraqi circles" but no indications that Saddam will " avail himself of the final chance to avoid military conflict. " In the letter, Bush said that further diplomatic efforts would not " adequately protect the national security of the United States against the continuing threat posed by Iraq. " Bush sent the letter as part of one of the conditions set forth by a resolution passed by Congress in October when it authorized the use of force, if necessary, against Iraq.


Bush said any action against Iraq would be " consistent" with " necessary actions" against terrorists following the September 11, 2001 terrorist attacks against the United States. Senior U.


S. officials told CNN that Bush could give the " go" order to the military as early as Wednesday night. But these officials characterized the 8 p. m. deadline as a political deadline on the Iraqi leader, and said the president will act on the advice of his military team and could find a " tactical advantage" in waiting until after the deadline lapses to order an assault.


A full National Security Council meeting was held Wednesday morning, and Bush met separately with Defense Secretary Donald Rumsfeld. At those sessions, Bush received the latest information on military preparations and an assessment of weather and other conditions that could factor into a decision on when to go to war. This senior official said, " It obviously is no surprise to anyone that a strike is coming, " and that even beyond an assessment of weather conditions and other field conditions, it could be in the U.


S. interest " to leave them staring at the sky for a little bit. " Another official said Bush deliberately chose the words that the United States will attack " at a time of its choosing, " and said the looming deadline opens the door to military action " but is not in and of itself a determining factor in when we go. " Bush also held a morning Oval Office session with Homeland Security Secretary Tom Ridge and New York City Mayor Michael Bloomberg to discuss preparations for possible terrorist strikes in the United States.


Aides said it is unlikely that Bush would speak publicly until after he makes his decision to launch a military offensive. That announcement that would be made in an Oval Office address. In the meantime, these aides say Bush is trying to stick relatively close to his normal routine around a busy schedule of private meetings and telephone consultations, including a daily break for an afternoon workout. In a morning session with reporters, Fleischer also said the administration no longer considered its previous aid package to Turkey to be " on the table. " The United States had sought Turkey' s permission to use the country as a staging area for an invasion of Iraq, but the Turkish parliament rejected the request.


Fleischer said the administration was awaiting word from the Turkish parliament on an effort to clear the way for U. S. warplanes to use Turkish air space in any war in Iraq. - - Senior White House Correspondent John King contributed to this report

Israel, no matter how close an ally of America, should not expect the United States to act as if everything it does is fine. The decision by the Israeli government to announce the building of 1, 600 homes in the disputed area of East Jerusalem while Vice President Joe Biden was in the country to move forward the Israeli- Palestinian peace process was a slap to the United States. Israeli officials admitted it was a mistake in making the announcement during Biden' s visit, but they made clear they are moving forward with the settlements. The fallout from the announcement was swift and decisive. It drew a harsh rebuke from .


Later, Secretary of State Hillary Clinton chewed out Prime Minister Benjamin Netanyahu. America' s response was obviously received positively by the Palestinians, who regard East Jerusalem as the future capital in a Palestinian state. And other Arab nations had to be smiling with the United States' rebuke of Israel, its closest ally. Naturally, pro- Israel groups, such as the powerful American Israel Public Affairs Committee, rose to the defense of the country, saying: & quot; The administration should make a conscious effort to move away from public demands and unilateral deadlines directed at Israel, with whom the United States shares basic, fundamental and strategic interests. & quot; The escalated rhetoric of recent days only serves as a distraction from the substantive work that needs to be done with regard to the urgent issue of Iran' s rapid pursuit of nuclear weapons and the pursuit of peace between Israel and all her Arab neighbors. & quot; We strongly urge the administration to work closely and privately with our partner Israel, in a manner befitting strategic allies, to address any issues between the two governments. & quot; Look at that key phrase: & quot; closely and privately. & quot; That was echoed by Sen.

He questioned why the U. S. should publicly disparage Israel and called on Obama administration officials to & quot; lower the dialogue& quot; and & quot; talk quietly among friends& quot; to work on our common goals. Then you have House Minority Whip Eric Cantor, R- Virginia, calling the Obama response & quot; irresponsible. & quot; & quot; While it condemns Israel, the administration continues to ignore a host of Palestinian provocations that undermine prospects for peace in the region, & quot; he said in a statement. This is the tit- for- tat nonsense that has blocked a true peace agreement between the Israelis and Palestinians. Supporters of Israel always want the U.


S. to ignore their wrongdoing and focus on the Palestinians.


And the supporters of the Palestinians are quick to deflect criticism when they do something dumb and demand that the U. S. decry Israeli actions. We see it in Israel and here in the U. This is utter nonsense.


In order for the United States to be seen as an honest broker for peace, we can' t be seen as favoring one nation over the other. Our moral authority to lead is based on our credibility with both sides. Even though Arab nations know that Israel is our closest ally, they know that we have a history of giving them a fair shake. That' s the only way President Carter was able to broker a peace agreement between Egypt and Israel in 1978, leading Anwar Sadat, president of Egypt, and Menachem Begin, prime minister of Israel, to share the Nobel Peace Prize. In 1993, President Clinton hosted the signing of the Oslo Accords, for which Palestinian leader Yasser Arafat and Israeli leaders Yitzhak Rabin and Shimon Peres shared the Nobel Peace Prize in 1994.


The distrust about Middle East policy was at the heart of some American Jews being leery of supporting then- Sen. Barack Obama for president. We heard and read reports of some Israel supporters questioning whether he would be more sympathetic to Arab concerns - - and whether he is or used to be a Muslim. So when you see reports quoting Israel' s U. Ambassador Michael Oren saying relations between the two longtime partners at its worst in 35 years, expect to see additional pieces on whether mistrust between Obama and Israel is at the heart of the issue.


At the end of the day, America has spent years and years trying to broker peace between the Israelis and Palestinians. Generations in both countries have grown up weary of constant , battles and death. It' s time both sides do all they can to set aside their differences and co- exist peacefully. And the only way to get there is if America speaks forcefully when one or both sides do something that will endanger a peace accord. In this case, Israel' s actions aren' t helpful.
